That pattern is inspired on a pattern I saw in the Fly Tyers Dungeon YouTube channel. The material is called northern lights. It comes in many colors. Tarpon seem to prefer the multicolor ones.
Tied the fly as if it was EP or Congo fibers. It compresses when wet or stripping and then fluffs on the stop. Here's a picture of how it looks dry. I also tied a new one today for a fly set ordered a couple days ago. It's more streamlined.
