Is anyone fishing really small streamers (like Size 14 or smaller) but stuff like panfish and other small fish?

If yes which patterns do you like and how do you fish them?

I do indeed.
I use #14 wooly buggers in black body, black hackle and orange tail (sometimes a bead head) for bass/yellow perch/sunfish/fallfish on a slow retrieve in slack water.
I use #14/16 spruce flies swung across the current in, and at the outflow of riffles for brookies, fallfish and the occasional smallie.
I also use #14 muddlers (replace the turkey wing with softer ruffed grouse, use yellow calf tail for underwing, and add a tiny red throat hackle)

I've had some fantastic days with smaller Clouser minnows, tied down to 16. They seem to excel in shallower water when they don't hit down as hard as the bigger flies. Usually I do a 3xL #10 or 12 but have had some good luck with the tiny ones on a 1wt. Brookies and browns love to jump on them.

I actually tied up a few micro streamers yesterday morning in hopes of targeting some smaller panfish and shiners on a local stream. Unfortunately, the stream was 4' higher than normal care of the 60-70" of rain that part of the state has received so far this year. Hopefully, it'll be fishable again by late August.

These were both tied on Size 14 Terrestrial/Stimulator hooks

I'm pretty sure sparse simi seal leeches, in dark colors, in size and 12 and 14 are about the most reliable flies ever designed. I fish other flies mostly to keep things interesting, not because they work better :)
