For wings, I use the thick plastic from the bags that hooks come in. It is sturdy and is also light enough not to break the surface tension on the water, keeping it floating. Plus it looks very realistic and holds up well.

I like the polystyrene idea! Comes in a lot of colors, too...Gonna give some a try.
